Reroute Access Add Workflow for inactive manager

Hello, I want to send the request to the manager of the manager if the first manager is inactive.

I put this workflow aboveand when i test it, when the first manager is inactive, the approval request is going to admin/admin instead of the manager of the manager. any insight is appreciated.

change - Select User field = CustomQuery
