Exclude an Entitlement from removing by requestor

This is regarding service accounts:

So whenever a new service account is created, by default an entitlement is assigned to the account via the option Entitlements With New Account.

However, we need to hide this entitlement from remove action while a requestor modifies an account via the manage service account tile.

I tried the below option in endpoints-->entitlementtypes

But it hides all the entitlements from removing:

What could be the issue. Any other way of hiding the entitlement from request form via manage service account tile?

Not looking for making changes to the workflow.
