this is not configurable and we will not know which will execute first. You can raise enhancement request on idea portal

@TV This is not configurable. The sequence in which the rules are evaluated is on a combination of the user attributes and the rules which match the conditions. When a user is imported, all the active rules condition queries are run to match the changes in the user attributes and then based on that, the rules are triggered.
