Difference b/w email sent to Approver and to Requestor via Approval Workflow (Security System)

I have created two email templates, One is at attached at "Notification Email Template" and Other is at "Notification Email Template (Requestor)" and they both are using same binding variables in email templates.

When a user raises request for multiple entitlements then All entitlements are clubbed in a single template and one email is sent to approver as shown below.

But there are two separate emails triggered when notifying the requestor about the request.

Is there a way to ensure there is only one email sent to requestor as well with Entitlements clubbed together as it's happening in case of Email to Approver? or it is an OOTB behaviour of Saviynt?

Can anybody test it in their system and let us know the behaviour. We see same results in Dev and Test.
Binding variable used in both templates: ${entitlement_values}
