On UI, when users select request for multi user.

We need to restrict new account and remove account requests .

That is not possible as per my understanding. Create new idea on ideas portal. https://ideas.saviynt.com/

This is not supported OOTB Please raise idea ticket,
- But you can follow below workaround
  - In workflow validate request type and auto reject request
