Uploading roles via Role Association is creating roles in a composing state instead of active

We previously imported enterprise roles with no issues assigning entitlements during import and the status of the role was correctly set to Active. Now a couple months later when we try to upload all new roles are getting created in a composing state due to the entitlement additions requiring approval. We have set the global configs for Roles to auto approve and have tried creating new auto approval workflows in case the others were broken.

Issue persists though, how can we get the roles created in an active state along with their entitlements?

This issue is coming because auto approval is decommissioned from 24.4 

Please make role active using enhanced query

Or

By leaving Role modification workflow empty, it should work similar to how it was working earlier when Role modification auto approve is selected.
