Is there any way we can show a message in ARS submission page when SOD conflict pops up

We have a requirement to show message in ARS request form when SOD Conflict poped up and before submitting the request as shown in below page.

If the requirement is possible , let us know the configuration details

You can achieve this by change risk identified message changes in label management.
