How to submit remove access to an account who has only one entitlement

we have a case where user needs to submit remove access of one and only entitlement the account has. how we can achive this? Savyint shows below error:

I tired to disable the account and enable it but that didn't remove the entitlement.

Have you marked entitlement required as true under endpoint - entitlement type? If yes, mark that false and try again.
