Entitlements with new account not assigned with birthright rule

Hello Team,

We have a requirement of birthright to be assigned to Salesforce to create a new account and assign entitlements. We have done the same via user update rule and technical rule (as emails are updated after the user creation via import so user update rule along with technical rule). Below are the user update and technical rules:

In Dev, once the user update rule is triggered it will trigger the birthright rule of assigning new account an pick up the entitlements with new account during birthright, but in Prod it is creating task for new account only and doesnt create add access tasks for entitlements. Is this expected behaviour?
