Hello Experts,
how to implement a semi automatic provisioning like send a mail to administrator to create a new account in the target system manually. once he done that how to track it with a email response from administrator?

This is called as disconnected application system.
You need to assign Owner to Endpoint. They need to complete account creation in target application and then coming back to saviynt complete tasks from Pending Tasks.
In such cases you can also use Ticketing system to auto complete task once ticket in Remedy/Service Now is completed

Thank you for your response. is there any way the owner of endpoint send a response email to complete the tasks in saviynt without coming to saviynt pending tasks and close it manually? or else saviynt can send an actionable email to the owner to do the action in the target once he did he can select "action done or completed" in the email itself, without coming do pending tasks and complete it ?

You can request idea on ideas ticket. Currently not supported

The activity of closing tasks cannot currently be handled by actionable emails. They're currently only limited to approving and rejecting requests in ARS.
