Deep Links in Certification Emails

When I use the "Managing Email and Templates" Documentation examples to create Certification deep links in the email templates, I am landing on the Operations Not Allowed page.  The hyperlink in email matches the page itself when I navigate manually to the campaign.  I saw in another forum post for the Access Request deep link no longer worked with specific variables and was wondering if there is a fix for this as well.  We are using Version 23.12.

This is the link I am using and am getting the Operation not allowed when clicking the hyperlink:

https://xxxx-dev.saviyntcloud.com/ECM/certification/list?campaignKey=${campaign?.id}

I found something in 24.3 release notes, but not sure if it's related to certification deep links.

Also, there is idea created on this, please vote 'Allow deep links to certifications'
