AD update error because of Proxy Address

Hello,

We are updating proxy addresses in AD based on some scenarios such as country change, customproperty10 change. However, we are getting the error as follows: 

Based on my investigation, it appears that we are attempting to update proxy addresses even when there are no changes in user attributes like country or CP10. This is causing the error that would mean proxy address already exists. In other words, when we update other attributes in Active Directory (AD) that do not affect the proxy address, the proxy address is still being evaluated. The issue should be around the highlighted part in the attachment.

I need advice on how to write the code so that the proxy address in AD is updated only when changes are made to specific user properties (such as country or CP10).
