Workflow condition for one level approval not working

After manager approval I have a condition to check if CP17 is OneLevel, if it is then grant access. The issue I'm having is that it always seems to be false and going to entitlement owner approval even though I have OneLevel in CP17. Any reason for this?

It seems you are using serial workflow. Use parallel workflow type

serial workflow does not have entitlement variable exposed
