Updating user attributes on campaign completion

Hello,

I want to update user's customproperty when it is terminated via campaign. I tried doing it via user update rule but it didn't work. For eg, I could see in user update history that below user's status and comments are updated, so I tried to create the below rule but it never triggered.

Is it even possible to do it? Or is there any other approach I could follow to update a user on campaign completion and how to trigger it?

There is no update in user from UI hence update user rule will not work
