Setup delegates why are 2 similar fields as mandatory Reason & Description

Hello,

In Setup delegates screen, we find 2 similar fields as Reason and Description. Both of this is redundant information, any reason behind this functional behaviors. 

Can one of this marked hidden/non mandatory.

No it cannot be. The reason should be named as "Name" and post that it will make sense.

Parameter Description

Name	Enter the name for the delegation task.
Description	Enter a description for the delegation task.
Parent User	Select the parent user name, whose responsibilities, tasks, or activities are delegated. To select a parent user name, click Select User.
Delegate User	Select the appropriate delegate user name, to whom you want to delegate the responsibilities, tasks, or activities. To select a delegate user name, click Select User.
Start Date	Select the date of the delegation using the calendar.
End Date	Select the end date of the delegation using the calendar. The delegate users will no longer have access to the tasks delegated to them after the specified date.
Created	Displays the name of the user who created the delegation.
Updated	Displays the name of the user name who updated the delegation.
Action	Displays the Edit button to modify the delegation.
