Role Association import to create roles not attaching entitlements

Hi. I am trying to use the role associations import  functionality to create some enterprise roles with AD entitlements assigned to them. The file attached gets the role created but i keep seeing the following error when the entitlement attemps  to be added

2024-06-19T17:38:12-04:00-ecm-worker-services.RoleversionService-quartzScheduler_Worker-9-sdm8h-INFO-Role_entitlement not found with value "CN=Northern Region,CN=Users,DC=domain,DC=com"

I have tried a few different entitlement type values and memberof is the only one that passes the entitlment type check, the others say no entitlment type found

in 24.5 - it goes to version page and then you need to approve from version page.
