REST API URL for User Import

Hi,

We need to pull incremental data VIA rest connector as source of truth for all users whose 'lastupdatetime'  - (currenttime) equals 2 hours.

The lastupdatetime is an attribute which is found in the target application side and is of the format 

2023-06-07T03:30:00.617 (YYYY-MM-DDTHOURS:MINUTES:SECONDS:MILISECONDS).
 
Can someone help me build the url? This is the url that is being used currently

Incremental import is currently not supported in REST.
