When checking through OOTB Sav roles in application. We found that end users have access to Campign Templates and campaign scheduling and Scheduled campaign. Since it OOTB we cannot edit the role feature.
Could you please let know what is the logic behind give end users access to all the features in campaigns?

As per the documentation, the OOTB sav role ROLE_SAV_ENDUSER has access to the below campaign modules and this is how this sav role is defined.
Campaign Template List
Scheduled Campaign List
