How to trigger birthright rules for existing users by enabling the detective option

Hello Team,

I wanted to trigger a birthright rule for existing users as well, for that i have enabled the detective option in technical rule and trying to execute the detective job by using rule ID, but it is creating MT_* job and nothing is moving forward. Can you please assist how to achieve this?

Tried with hr.id=425 and hr.id='425' but end result is same.
