How to set email notification at specific time

We have a requirement for sending email notification at specific time after the start date. Have you worked on a similar use case before? If so, do you mind sharing your solution with us? Thanks

I might not make my questions more specific. I meant that we need to send the email notifications based on user identity's start date time. It can't be pre-scheduled as it is a real-time event. Thanks
