Is it possible to make the business justification mandatory while submitting a request with SOD violations.

To configure global configurations for role requests:
Log in to EIC.
On the top right corner of the Home page, click the Applications icon, and then click Admin.
Click the Menu icon.
In the left pane, click Global Configuration.
The Global Configuration page is displayed.
Select ROLE Request from the drop-down list, and specify values for the following settings:
