How to configure email notification for downloads:
I tried setting an email template in preferences in Global Config but that doesnt appear to be the correct place and there is no other documentation for this.

Can you please confirm, if you the email job is running, also would request to check in the emaihistory table.
Also please check if the below config is enable in the global config,

Configure an email template under the "Report Email Template" configuration in the Global config to receive a notification when the report has been generated.
Admin -> Global Configurations -> Preferences -> Report Email Template
