Hide Business Justification in ARS.

Is there any way to hide the "Business Justification" box while requesting an entitlement in the ARS as shown in the screenshot below?

You can’t hide only you can make mandatory or non mandatory

Without setting the SOX Critical value of an entitlement as HIGH, is it possible to make the BUSINESS JUSTIFICATION as mandatory?

Entitlement's SOX Critical/Sys Critical /Privileged flags needs to be set as High/Critical
