Enable Account Approval for Access Owners Not Working

We have a two level WF - Manager Approval and then Access Approval


Even after Enabling 'Enable Account Approval for Access Owners' the new account task is still getting created after manager approval. Account approval is not going for Access Owner Approval.

Please let me know if this features works properly or if  there is any other way we can have New Account Task created only when action has been taken on all request items.

The feature has been reverted , the config also is reverted in future versions.
