Emergency Role request based on timestamp

Hi, 

I have the below requirement and wanted to check if this is feasible.

When a person submits an emergency role request based on the timestamp (Post 6 PM) it should be auto-approved and if the request is submitted between 9 AM to 6 PM it should go for approval. 

Can we achieve this using workflows but having time calculation? Any leads would be appreciated

Can you try using dynamic attributes and through workflow work. Now time also need to consider time zone
