Our team is working to resolve this issue as quickly as possible.

In the meantime, clearing your browser cache has been reported to have helped some users regain access.

facing same problem since last few days, most places are accessible, but few are restricted, like Developers' Handbook for REST, etc.
basic troubleshooting like clearing cache, incognito, mobile browser, new browser, none helped.
Please let us know as soos as you have an update on this.
