Delegation of a consulted user for certifications

Hello Folks,

We have a scenario as below related to campaigns:
1. User1 has consulted User2 (who is his manager) for access of user1.
2. User2 has a DND  Delegate and ARS delegate setup to route email and tasks to User3 (who is his assistant).
3. User3 is able to see the task but does not have the option to take action (approve/revoke access).

We need user3 to be able to perform actions assigned to user2 (whether assigned directly or via consult).
What configuration other than ARS delegate do we need to configure here ?

User2 is on leave and hence we do not have a confirmation, but he should be able to view the assigned certifications like all other consulted users.

Our issue is with user3 not being able to take any action as options to take actions are unavailable for user3.

If its any help, the ARS delegation start date is before the launch of the certification.

Its  hierarchical delegate which may not be supported. Only one level of delegation works
