Inconsistency in Delegate Behavior for Certification and ARS

If we setup a deldgate where parent user has admin savrole and the delegate user has an enduser savrole, the delegate user is able to see all the pending approvals in his queue(the ones assigned to the parent user and the ones assigned to any other user) because the parent user is an admin and can hence see all the requests pending for approval. If we remove the admin savrole from the parentuser, then the delegate user can see only the requests assigned to the parentuser for approval.

i.e. if the parent user is an admin, then the delegate user also can see all the requests pending like an admin in the 'Pending Approvals'. But in regards to certification, the delegate user can see only those certifications that are assigned to the parent user (not all certifications that the parent user with admin sav role can see).

This is an inconsistent behavior. Is there anything we are missing here?Is this observed anywhere else?

in v23.6 all certification and requests get assign to delegated user if parent user have admin sav role and end user role for delegated user

@rushikeshvartak the issue we see here is that if you just set up DND delegate for a user from his user profile, the emails are redirected but the certification item is not reassigned. We had to set up a separate delegate to assign certification to delegate. Is this an expected behavior.
