Campaign - send email to end user who will be reviewed by certifier

Hello

Currently we are sending campaign launch email to certifer only

But we have requests to send same email to end user who will get reviewed by certifiers.

Can i add ${users?.email} in To? And send email to end users as well?

I couldnt find binding variable showing all reviewee(s).

Whats best way to achieve this? Report?
