I'm currentl ytesting in 24.3. Were you using "Retrofit rule actions for users (Invoke from Detective Job)" to make it a Detective UUR or have you used another trigger?

I just exported the Global Configuration > Identity Lifecycle as well as the assigned Workflow via Transport in PROD and imported it in DEV. The behaviour has not changed - that's weird.
