@Skywalker , if sso is enable then all users will have to go through sso except certain system users which can access the application through a different non-sso url. But this non sso url will be accessed by saviynt support team only.
If sso is enabled but has some config issues then sso will be not be enabled on startup and local db authentication will be used as fall back.
But even is some scenario , local db fallback does not happen then you can open support ticket with saviynt to disable sso.
