This might be a bug, since it is a read only role, upload template button shouldnt appear.
I am assuming the user just has the read only sav role.

Can you remove "Role_User" sav role and keep only ROLE_ACCESSREVIEW_READONLY and try.
upload template permission might be proovided by Sav role Role_user.

This might be causing the issue. Can you try to remove the ROLE_USER sav role and keep only ROLE_ACCESSREVIEW_READONLY sav role and then check if you are still able to see upload template option?

This appears to be a defect. Even though the user is having "ROLE_USER" sav role which is not a read only access, when two SAV roles are combined and one of them is a read only access, then the total access (net access) to the user becomes read only. Please open a FD ticket with Saviynt to get this addressed.

This can be temporary fix. I see this as defect as it should not allow to upload template when Read Only option is enabled
