Technical Rules for multiple Sav Role Assignment

Hi I have two technical rules 

1. Technical Rule A: If user statuskey=1 assign Enduser sav role

In Technical Rule B:  If user statuskey=1 and companyname =ABC then assign ABC Sav role

here only first technical rule got evaluated,.

2. I disabled Technical rule A and imported new user that satisfies Rule B condition, but rule B did not trigger. Is there any dependency that only top Rule i.e Technical Rule A only will get trigger

There is no dependency I believe this is configuration issue/ data issue
