Secondary Certifier Bulk options

Hi Team, 

We have noticed that a secondary certifier only has the options to bulk approve and reject not consult. I was unable to find in the documentation if this is how the system should be acting. As well I did not see any configurations to change this.

Does primary able to consult bulk ? If yes then you need to raise idea ticket for same
