SAP add access issue

We are on v2021 and are running into an issue with adding access to SAP for disabled SAP accounts. 

Scenario - 

Some enterprise roles have SAP entitlements (roles/profiles etc). We have some users that are active, but their SAP accounts are disabled for some business reason. When a request is made to add an enterprise role to this user, the SAP entitlements within the role are simply added to the disabled SAP account, via the 'Add Access' task. We also need the SAP account to be enabled at this point. 

How can this be achieved?

Both can't be merged into one. User needs to be raise enable account request or you can create custom actionable analytics with enable account action if add access  is added to disabled accounts
