Request is not getting auto approved for GPUAD Groups(Entitlement owner)

Hi Team,
 
Whenever the entitlement owner submits the request for GPUAD entitlements access for himself the request should get auto-approved as per the workflow because the requestor himself is the entitlement owner for the requested entitlement but the request is going for the admin approval which is not correct.
 
In UAT we have performed testing as well it is going for admin approval.
I myself submitted the GPUAD Entitlement request for myself for which I am the owner for the requested entitlement as per the workflow the request should get auto-approved but it is going for admin approval which is not expected.
 
Could you please provide solution for the above issue.
