Remove Birthright Access if condition fails || Revoke Access task not created

Hello Team,

We have enabled 'Remove Birthright Access if condition fails ' conditon for few O365 License Assignment technical rules.
We have a scenario where 0365 license is assigned to user based on user CPX value during creation in Saviynt.

During the user lifecycle user CPX would get modified and then there shud be removal of few O365 license and some new license has to be assigned.

What we are observing is , This condition is not creating a remove access task for respective entitlements on updating CPX for User.

We already analyzed the logs but we do not see anything assocaited with remove access task?

Are we missing anything?
