Is there any way we can make comment field mandatory and business justification field non mandatory while requesting access?

You can use below configuration from admin- global configuration - Request module

Setting none for global configuration 'Business Justification Required(Request Level)'. comment field should be mandatory and business justification field should be non mandatory while requesting access.

It is making no difference with set option Comments required at Request Level without SOD.
PS: We want to make justification non-mandatory for all requests(with or without SOD)

It seems for your entitlement SOX Critical Flag is set as High. Please remove it to afterwards global config will be used
