Add Comments on Locking Campaign Configuration back

A recent change is affecting our certification process. We were previously on version 23.8, and have since upgraded to 24.7.

We noticed that the option to toggle comments on and off during certification locking/completion process has been removed.

It is now mandatory to submit a comment upon locking the certification.

We still want the ability to customize these configuration settings per campaign.

An Enhancement request was submitted for this feature as well from another project:

Is there a way to revert this feature for mandatory comments in future upgrades?

@AM1 if it is mentioned that now it is mandatory don't think so there will be another option.

Check with saviynt team for any patch or something...

• If you need it configurable, you need to follow-ups on idea ticket with help of CSM
