How to disable approvals for UI attribute changes to user records?

I am trying to just update some attributes in some test user records and in doing so, requests are being generated that need to be approved before the attribute values changes as shown in the screenshots below. What is the global config setting to disable this? I can't seem to determine which handles it.

Hi @jralexander137 , are you doing this via user update form?? If so add autoapproval for user creation in global config
