error on "Request Access for Others -Multi User"

Hi, 

Customer try to add role by use Bulk Upload Request.

Manage Access for Others > Request Access for Others -Multi User
  Actions > Bulk Upload Request

But, they says error happen.
At that time, another user import job was running.
Does this cause an error?
Is there another way to grant roles to users and grant role entitlements during a user import job?

@Vicky can you share error ss and Excel file used.

As an alternative you can use technical rule or analytics.

1.you can add via analytics report

Example query:

endpointkey and entkey pass it based on role
