Entitlement Mapping Workflow orderable Entitlement

1) We are required to make Entitlement orderable if in the customproperty2 set a certain value. Is it possible? Can we do it via WF? Or should we use Technical Rules?

2) And the second point is that some Entitlements should be approved by line manager and some by the owner of the Entitlements. Some by two of them, is it possible? should we set it in WF?

2) you can use a customproperty and regulate the approval on the basis of that in workflow.

If customproperty have "m" should only go toh manager for approver and so on ..
