Dummy entitlement when Request was raised

Hi,

Integration with Azure AD which consists of different application where microsoft account will be created and assign with different SKU (licenses) base on user selection.
1)Microsoft Outlook Exchange - Email license (entitlement)
2)Dynamic365 - If Type is 'user' - license (entitlement) , if Type is 'device' - empty license (entitlement)

Note : Global setting , mandatory entitlement to avoid request without entitlement

Issue : If user request only Dynamic365 and select 'device' , unable to submit request because of the mandatory entitlement requirement.

Tried to manual create a dummy entitlement and map it to  application Dynamic365 and select 'device' , and add the dummy entitlement
--> But task failed because the dummy entitlement was not match with actual entitlement. Anyway can ignore the dummy entitlement and let the task completed?
Or got any better way to handle this use case?
