Custom SAV Role not working, giving access denied

Hi Team

We need to provide basic access to end user, also want to give right accesses so that the user can perform user manager access certification. The OOTB end user sav roles contains extra access like below

Admin: Accounts List

Admin: User Groups

Campaign Edit Templates

Campaign Templates List

Create Campaign

SOD Function Changes

VIEW_KPI

Which we dont need. Hence created a custom sav role called "ROLE_TEST" and added other accessess those are part of default end user sav role. have assigned it to a test user but getting access denied error.

Even adding all the same accesses that default end user sav role has also gives same error.

Please assist in fix.

Check browser console to find which api is giving 403

One more update, we are using non sso url by enabling local auth for test users. Do you think it impacts any way.
