Can we provision Add Access tasks for Inactive users / Accounts

Need to know if there is a way to provision Add access task when user is inactive or Account is inactive?

By Default Saviynt discontinues the task with Message:

User CIECDAV-DEV is not active

Account needs to be in active state to add access
