Birthright roles to Cross Functional Teams

We have some cross functional teams (members of these teams do not have a common attribute) we would like to create a user group for these members in Saviynt and assign roles to User Groups but not sure if this is possible. is there a better solution of this? we do not want to use CP's at identity level.

• You can't add Roles to User Group. 
• You need to define birth right rule based on users attributes
