Assigning birth right access to existing user through Job

Hi Team ,

We have requirement to assign birth right access to existing users .  We tried assigning access through detective provisioning rule job.

However birth right access is not assigned to the user, after executing detective provisioning rule job.

kindly provide  your suggestion to assign birth right access to existing user without creating user update rule.
