This has sorted itself out. It looks like there might be some caching going on as it suddenly started working, then when I changed the "Web Service Access" list the changes didn't take effect until an application reset.

Unless there is a call they can make to get a unique value? (Retrieving every user and account when adding a user isn't going to work.)

They could, but then that means having the rules in two sets of places and them having to do development work. I was hoping we could have the rules set once in EIC and it works it out.

No. We are in the planning stage determining what the client needs to set up so I haven't got anywhere to test it.
