We are experiencing a similar error message as this post.
[0000040] - ERROR {RequestHelper : addEntitlementRequest} - Request User does not have a Saviynt ID
We have tested with different users that are linked between Saviynt user and ServiceNow user.

After Saviynt upgrade existing ServiceNow app functionality throws this error (or) it a new implementation with Saviynt 23.9 to ServiceNow app integration throwing this error. Thanks.

Our issue was corrected by modifying the business rules in ServiceNow to set the opened by to the same user as the requested for which caused us to no longer see this issue.
