SAV Files option is missing in a OOTB ROLE_ADMIN

We are using the OOTB SAVE ROLE of " ROLE_ADMIN", which should contain all of ADMIN options, but these options are missing: 

Steps to create the problem:   go to --> Admin > Settings > File Directory > 

Missing the following folder : 

               (1) SAV Files 

               (2) Success 

               (3) Fail
